This 13.1.1 release of Premiere Pro was claimed to fix a number of issues that caused Premiere Pro to crash: Just a few weeks ago Adobe announced Premiere Pro Version 13.1.1. By limiting customers to downloading current versions of Creative Cloud Adobe would be solving a lot of those issues. These new download restrictions may well have more to do with Adobe not being able to distribute software that is being used under old licensing agreements. I can understand why a company wants you to use the latest version of their product, but the latest versions of Adobe products seem to constantly have major bugs and problems.
